Why do We Need a National Certification System Like Nordtest when We Have the European Standard EN 473?

Abstract
Will it be better and easier for the users of NDT services when examination / certification are performed- in accordance with EN 473, (the standard establishes only the general principles!
- by a certifying body fulfilling the requirements in EN 45 013 (which does not necessarily mean accreditation).
The "quality level" of the examination at different certifying bodies varies.As a complement to the European standard we need to take care of the unclear and/or missing parts,
- in a national system like Nordtest to establish how to perform the examination and certification,
- or in an European system at a correct "quality level".
