Abstract

The paper describes the basic tasks of development and perfection of Ukrainian NDT Personnel Certification System, in compliance with the European Standards EN 473 and EN 45013, which are now in force in Ukraine.
In 1994 the Ukrainian Society for Nondestructive Testing and Technical Diagnostics (USNDT), together with five state administration: State Committee on Metrology, Standardization and Certification (GOSSTANDART), State Committee on Labour Safety Inspection, Ministry of Education, National Academy of Sciences, State Committee on Nuclear and Radiation Safety established an independent Certification Body for NDT personnel, so-called Ukrainian Committee for NDT Personnel Certification (NAKUNK), which on the present time is actively working on creation and perfection of the NDT Personnel Certification System.
The Ukrainian System Certification of NDT personnel includes 6 Examination Centres which are working on personnel certification for levels I and II of qualifications, in keeping with EN 473, for various industrial sectors.NAKUNK developed the standards: requirements to certification bodies, requirements to examination centres, programs, questionnaires and lists of tasks, certifications procedures, etc., which make up the NDT personnel certification scheme.
NAKUNK, together with GOSS fANDART of Ukraine and other ex-USSR standardization bodies prepared the GOST30489-97 (EN473:1992) and GOST30488-97 (EN45013:1989) standards which were approved on April 25, 1997.
On June 21, 1997 USNDT signed an Agreement for ECNDT Multilateral Recognition of NDT Personnel Certification Schemes (MRA ECNDT). In keeping with MRA ECNDT we undertook to harmonize the schemes of NDT personnel certification with similar schemes of the European countries which are members of ECNDT.
NAKUNK is now preparing materials for submission to the Working Group on Qualification and Certification of the ECNDT for recognition of the Ukrainian NDT Personnel Certification Scheme under MRA ECNDT.
