In Finland four nuclear power plants are in operation and they are located at two sites. Teollisuuden Voima Oy operates two Swedish designed BWR power plants and Fortum Power and Heat Oy (former Imatran Voima Oy) operates two Russian designed PWR power plants of the type VVER440/213. In 1996 the Finnish authorities required qualification of technique, procedures and personnel meaning that the power plant operators follow the ENIQ recommendation. The plant operators and national inspection companies developed together rules for how to handle inspection qualification in Finland. As one of the first inspection qualification items, the qualification of piping welds was selected. The purpose of this paper is to describe, how an existing ultrasonic pipe inspection procedure can be qualified according to the ENIQ recommendation, and fulfil the new established requirements. Based on an example from Loviisa power plant the paper show how blind test performance data from tests performed by the inspection personnel in the past can be used for demonstrating the efficiency and reliability of the inspection procedure and the inspection personnel in the past and in the further.
