When the European Methodology for Inspection Qualification was written, not much attention was given to what the term "Technical Justification" should include in detail. When different organisations in Europe began to try to apply TJ in real qualifications, it became apparent that lacking knowledge and agreement between involved parties on what TJ means in practical terms, how a TJ should be structured and what it should include, made it difficult or impossible to carry out any qualifications based on TJ.
In Sweden there was a big interest from the utilities to promote the idea of TJ, as an important complement to practical test piece trials, in the qualification program that was taking form and the lack of guidance on the practical issues involved in TJs was felt as a deterrent to this development. Intensive work to define and structure the contents of TJ was started in Sweden and several other countries. In ENIQ a task group on TJ was formed in December 1997. This paper will describe the work on development of TJs that was carried out in Sweden from mid 1997 until today.
