Personnel certification body "SertiNK" N. E. Bauman Moscow State Technical University, Moscow in the field of non-destructive control and technical diagnostics performs certification in conformity with I, II, III qualification levels in the wide range of non-destructive control method: acoustic (ultrasonic); acoustic-emission; radiation; magnetic; eddy-current; penetrant method (leak detection); penetrant method (capillarity); visual and measuring; vibrating diagnostics; technical diagnostics.

"SertiNK" is accredited to Gosstandard of Russia and has Gosgortechnadzor license of Russia for certification of non-destructive control specialists, quality of equipment technical objects, dangerous production objects in industrial branch sectors:

1. Machine building and metal production
2. Power engineering
3. Aviation and cosmonautics
4. Transport, including pipe-line transport
5. Chemistry and petroleum chemistry
6. Special branches

"SertiNK" develops its normative and practical base with the account of acting international and primarily European standards. It is accredited to DAR TGA (Germany) in EN-45013, EN-473 system ( TGA-ZP-012 193-00 accreditation certificate) and it is studies EN-473, "Nordest", ISO-9712, ACCP, SNT-TC-AA systems.
High demands of accrediting organizations and its own experience ( more than 5 years) determined the necessity to develop and execute more precise procedures of specialists training, written and practical exams performance, estimation of results and certification of personnel, that allowed to improve the system of specialists certification, with the aim to increase objectivity and provide multilateral assessment of qualification level.
"SertiNK" is an independent body not connected with a definite industry branch which allows to attract for the work specialists from different branches, and candidates certified in "SertiNK" have ample opportunities on the nomenclature of inspected products.
"SertiNK" organized on the base of leading educational university of the country ( one of its departments trains the specialists in non-destructive control) has the advantage that in the process of training, candidates receive theoretical knowledge at high scientific level. High-qualified specialists of leading industrial enterprises give practical lessons in accordance with required candidate in industrial sector.
Training corresponds to EN-473 requirements, the time of practical lessons is increased up to 12 hours.
Practical lessons are conducted using samples (dummy models) similar to the objects of industrial sectors, one of the practical lessons is conducted on the equipment on which the specialists will work in the future.
The procedure of performing and assessment of promotion exams is described more detailed.
General and special exams are taken in written form, the questions are selected at random from the questionary with multi-variants answers.
Practical exams are performed using general type samples ( weld joint, base metal) and three or more samples corresponding to the objects of required industrial sector.
In "SertiNK" the document "Order of account, use and renewal of exam samples" was developed. In accordance with this document one and the same sample can be used not more than 1 time per 2 months. It requires more number of samples with defects of different type, taking into account that approximately 10-12 specialists shall take exams every month. Using the samples with natural defects the possibility of checking of specialist ability for different types of defects reveal is limited.
The task was solved at the expense of development of technology weld joint samples manufacturing (longitudinal and girth) with repeated defects of varies type both concerning the size and location. These are the samples which have inner defects are identical to natural. The technology of their fabrication is reliable and provides repetitiveness.
Thus we have the required number of designs and materials of weld joints samples, in each of them there are several types of defects of set dimensions, such as: prolonged lack of penetration in the central part of weld, lack of penetration in the root part of weld, single defect in the form of crack, single pore, pores accumulation.
All the defects have non-destructive control characteristics as naturally defects.
As it follows from the said above there is a possibility to have as many samples as it is required and the examination centers obtained possibility to use samples identical to the ones used in Independent Body.
Every examination sample has a certificate where material, sample size, to which industrial sector it corresponds and also detailed map of the defects indicated.
The samples of such type allowed to correct the system of practical exams estimation, using the significance parameter of capability of different type defect reveal.
To provide for clarity and unified approach to performance and estimation of promotion examinations of the base control methods "Examiner books" were developed and include the following sections:

• examiner status;
• general rules of exams performing;
• order of written exam estimation (general, special);
• general forms and normative and technical documentation as per the present method;
• description and certificates of exams samples;
• practical examination form;
• rules of practical examination estimation;
• recommendations on operation instruction preparation;
• operation instruction estimation;
• examiner estimation list and rules of the complex estimation of promotion examinations, forms of the final protocol and certificate.
The procedure which is described above and rules are observed in all examination centers ("SertiNK" has 12 examination centers).
Every "SertiNK" examination center draws up the set of organizational and methodical documents, subjects to "SertiNK" specialists audit. Based on the audit results the Agreement is drawn up where the powers, which «SertiNK» transfers, to Examination centers are reflected.
These are regional ( in different cities in Russia) and branch centers, among them "NZHK" examination center (Novosibirsk) effectively functioning in the field of atomic energy, where more than 150 specialists of non-destructive control are certified. The scope of center accreditation is as follows:
• radioactive;
• ultrasonic;
• visual method of non-destructive control.
In the center examination questionary on the atomic energy fields of activity were developed, examination samples are selected and conditioned. All the documents are approved by "SertiNK" Head.
"NZHK" examination center has well equipped laboratory (which includes foreign equipment) having the Gosstandard Accreditation certificate of Russia, as non-destructive control laboratory.
