This Month's Introduction
This month we continue our focus on Railway Testing - learning from failure! We do this in a responsible manner reflecting the high interest of many NDT professionals in this topic - see Articles plus 120 Railway Abstracts.

The Summary of the Forum discussion of NDT of railroad wheels at the German Bahn AG tries to bring organization to the spread of technical information last month. NDT work also needs awareness of ethics; in a Summary of NDT response to the train accident will clarify what happened in the media and why NDT.net got so deeply involved.

Another big part of this issue highlighting "The Reliability of NDT techniques and procedure of validation". This topic address the train accident, but it is applicable to all NDT areas, especially whenever the NDT plays a significant role in saftey.

The Report on the ECNDT '98 is available in this issue. Due to a strike in Denmark the ECNDT '98 Abstracts arrived very late and we have had to postpone its publication until next month. Fortunately, thanks to the number of e-files sent by ECNDT Authors, we can provide some full-text papers in this issue. We hope to get even more ECNDT e-files, authors please contact Call for ECNDT'98 Authors. We will update ECNDT'98 Proceedings online each month, your bookmark for state-of-the-art in NDT.

Ultrasonic Assessment Of Residual Stresses In The Rim Of Railway Solid Wheels
Tensile stresses of unsafe magnitude can be occasionally found in the rim of railway wheels, as a result of drag-braking under severe conditions. Such stresses are an hazard for human, environmental and economical reasons, since they may drive cracks up to wheel failure. Railway organizations and wheel manufacturers thus pointed out the demand for an NDE method enabling the non-invasive assessment of rim residual stresses.

Strategies of Validation in General Testing compared to Experience in NDE
Open questions in common understanding of the terms reliability and validation. This paper reviews the differences between "detection" and "measurement" in more detail, and discusses several alternatives for dealing with the validation of NDE methods which are based mainly on already existing experiences in several sectors of industry.

Modelling of NDT Reliability (POD) and applying corrections for human factors
Inspection by non-destructive testing techniques is not perfect and it has become common practice to quantify the reliability of flaw detection in terms of the probability of detection (POD) and the probability of false indication (PFI). Methods are discussed for correction of model data for human and environmental effects to give POD predictions now comparable with those obtained in experimental trials.

The Current Status Of Performance Demonstration And Evaluation Developments
Whenever the NDT plays a significant role in Saftey, the need to assess and demonstrate the performance of the NDT techniques applied to specific components is increasingly being required as a necessary precursor to the use of those methods. This paper describes the status of performance demonstration requirements for the nuclear industry world wide. It also reviews the current position regarding performance assessment for non-nuclear components.

Applications Of Laser Profilometry For Boiler Tube Inspection
Laser-based profilometry inspections systems, used either alone or in conjunction with complementary technologies, show significant promise of benefit to plant operators. Laser profilometry is considered one of the cornerstones of laser methods in nondestructive testing. This paper presents an overview of this rapidly growing NDT method and provides examples of recent industrial applications.
