Helium leak detectors and port pressure

Is there a corrolation between the leak rate and the pressure you pump down a helium detector.
example: two companies testing to the same spec 5x10-9 atm cc/sec.
One uses a testport pressure of 0.4Pa, before applying helium, the other 100mTorr. (0.4Pa is a much stronger vacuum)
Will the detection level/rate the same for fine/gross leaks on both systems?
Should you specifiy a testport (max) pressure when specifying the leak rate? e.g. Must pass 5x10-9 atm cc/sec at X testport pressure
