Reference level is the % FSH/ dBs at which you set youtr reference echo. Could be Backwall to 100% FSH.
Scanning dBs are generally 6 dBs greater thanthe Reference\echo. Usually it is written in the standards as do scanning at RE+6 dBs or 10 dBs or 20 dBs.
