personnel certification

Hello colleagues,

I have to prepare a report about the NDT personnel
certification system in Europe.
I will be very thankful for any information
(or a clue how to obtain it) about the following:

1) How many (and which) countries in Europe (EC)
have more than 1 Certification Body/Center/Organisation?

2) What is the basis of the mutual certificate recognition
in Europe (EC)? Is there some general agreement or this is
arranged only by bilateral agreements (who should sign them)?
