Please do not be confused with the term 'hot" or "cold" terminology. In IRT world hot or cold is the same thing since any object with above absolute temperature will produce heat. In this case, I would say, thermography also can be used for inspecting your chiller cold pipework as it also produce heat which will be captured by your IR imager (IR camera). Qualitatively, the thermogram (IR image) will show you something if there is any abnormal behaviour of the heat distribution ( or heat gradient)...
