The specific answer to your question depends on which gage and transducer you are using. Please provide that additional information. If you're using Panametrics-NDT products I can help with the setup, and if you're using something from one of our competitors perhaps someone from that company can step in.

In general, you will always measure from the echo representing the steel/oxide boundary to the echo representing the inside of the oxide layer, so gates are set for detection of those echoes. Some typical waveforms can be found in the application note at the link below.
