Code Case 2235-9, and now ASME VIII Div.2 Part 7 states that "Alternatively, examination volume may be reduced to include the actual heat affected zone (HAZ) plus 6 mm (1/4 in) of base material beyond the heat affected zone on each side of the weld..." . As the welds shall be approved through a WPS and macros should be done, the HAZ could be measured and the additional scan avoided. I think this is one of the reason to not do additional or Y scan.
