oil tank leak detection

hello!

I have a question. Why the leak detection method the state-of-art can detect the minimum leak rate 0.2gallon per hour.
for example, a big oil tank that holds 50000 tons of oil. 1 mm represents 3 tons oil. To measure 1 mm level is difficult.
