Hello,

a)Does anyone please indicate where ASME BPVC stablish that UT Procedure should be developed by a level III ?

b) Does anyone please indicate where ASME BPVC stablish that results shall be reviewed by a level ?

ASME BPVC sec V 2010
T-1441 Technical Justification Report
Prior to qualification of any examination system, regardless
of the level of rigor, a technical justification report shall
be prepared and receive approval by a Level III certified for
the specific method to be applied.

So, Its seems that the only case where an NDT level III is mandatory is below Art. 14???

ASME Sec V Art 4/5 doesn't specify nothing in this regards, even though if you take a look in Art.1 it states that: "When required by the referencing Code Section, all nondestructive examinations performed under this Code Section shall be done to a written procedure. A procedure demonstration shall be performed to the satisfaction of the Inspector". Article 14 is only and exclusive for the performance demonstration by qualifying operator and procedure. In this Article the level III will be involved only for the preparation of the Technical Justification Report. In the code case 2235, again L-II or III are called just to perform and evaluate UT examinations. Where a L-III is required to write a NDE procedure is in the employer’s written practice. ASNT SNT-TC-1A or CP-189, so please have a look on it, and may be you can find the answer.

Dear all,

ASME BPV code requires the qualification and certification of nondestructive testing personnel.
The qualification need to be done following one of the documents in art. 1 of section V.
These documents are SNT-TC-1A and CP-189; these documents define three levels of qualification and for each one level define the responsibility. The responsibility of the level III include the approval of the techniques.
This is a way to be followed for the NDT procedure according to the ASME BPV code.
A procedure could pe prepared by another person, but the approval of the levele III means that the level III kows the procedure contents and take the responsibility of its application.

Level III under ASME BPVC seems is an interesting point to discusion....

So, it is possible under ASME BPVC for a Level II or Level I or no level, just a qualified person, to develop an NDT conventional inspection procedure?

Answers in YES/NOT format could be interesting !

Carlos,

The Construction Codes like ASME Section VIII (PV) or ASME B31.3 (process piping) dictate the MINIMUN requirements for evaluation with NDE. For more information refer to paragraphs UW-54 (ASME Section VIII Division 1) and K-342/344.6.2 (AME B31.3).

In regards to your question, it is TRUE, ASME does not specify in detail who should write a NDE procedure. However, ASME leave that responsibility in the hands of the manufacturer who shall follow:

SNT-TC-1A Personnel Qualification and Certification in Nondestructive Testing, Or.
CP-189 Standard for Qualification and Certification of Nondestructive Testing Personnel

Realize that code of construction give you the MINIMUM requirements. I mean, client standards are more stringent and specific in their requirements.

as you can read, Louis in his post on 16:47 Sep-21-2011, is confirming what I wrote on my post 22:27 Sep-20-2011.
A procedure could be prepared by any people, but the approval is under the responsibility of the certified Level III.

If you are the DIRECTOR in that NDT company, how's that.... you don't pay the ASNT tax by 34 USD...??? What about the PCN/CSWIP taxes...maybe stolen it is easier? So, please don't post anything while you don't wanna pay. NDT/Inspections means reliability, earnestness, etc !!!! Maybe this is the reason for the "very good rates/payments" of the romanian NDT guys...

We have the NDT procedures which approved by director of our company (who is not qualifed as NDT level III).
However these procedures have been also prepared and signed by NDT Level III.
Is this appropriate?

Bien,
It depends on what specification you are working to, but in all cases I can think of the procedures shall be approved by a Level III. It can be the same Level III that wrote the procedures, as long as they are certified in that method.

The director can countersign, as a business approval, but if he is not certified as a Level III, his signature does not matter as far as NDT requirements go. We often have our upper management or quality department management countersign as a "approval for use" within the business.
