Whether Fillet Weld can be quality checked by Ultrasonic Testing?

A technician of proven skill and expertise of testing fillet welds should be able to tell you of the test limitations caused by the configuration. There will be limitations. I expect the majority of Level 2 UT technicians will run a (some) probe(s) over the parent material and pronounce he fillet weld OK.

But how is the skilled technician located unless there is an extensive trial programme involving multiple technicians testing samples with seeded defects

If you type "fillet weld" in the NDT.net search you will find 185 references to this discussion since about 2000 in the forum alone. There are 99 items identified in the literature on NDT.net. The effectiveness of your test will be a function of the material and geometry tested, the technique used and the skill of the technicians. Your question is too general to answer specifically.

Sure you can test a fillet weld quality for UT, but it won't tell you much.

You're basically trying to thread the needle, bouncing a beam off the backside and through a relatively window. Flaws in the middle like slag and porosity might be detected with one probe, but fusion zone flaws would have to be done with two probes as illustrated. And in a "through-mode" inspection you don't get any information on the flaw depth, you just get lateral position.

The larger the weld, the more data you can get. Personally, I wouldn't touch fillet welds with regular UT.

I have tried to draw a scanning area of the fillet weld encountered at my work. I tried using two different probe angles (45 & 60 degree) to draw scanning area. I found that the calculated Full Skip Length & Half skip Length and Full beam path Length & half Beam path length is not covering the complete weld area. I agree to your comments.

The Geometry of a weld joint and its configuration is a main factor to be considered. And your statement is true. Our Company's UT level 2 Technician did a scanning of fillet weld with 45 degree TR probe and certified no defects. I being from Purchaser side didn't agree with his Testing procedure and have not accepted the product. He did it without even knowing the scan area covered by his probe.
