Side drilled holes along width in ASME DAC Blocks

In ASME section V , the DAC Calibration block shown is having side drilled holes drilled along width wise. For 19 mm thickness block ,the block is having only a width of less than 60 mm. Thus 1/4 T hole, 1/2 T hole and 3/4 T hole can be captured only at half skip. if they have drilled the holes along length wise, it would have captured in full skip also.Why ASME specifies side drilled holes along width wise?

Sujith,
as shown in Figure T-434.2.1, Nonpiping Calibration Blocks, D = 1/2. (13 mm) Width = 6. (150 mm), Length = 3 x Thickness, are only minimum dimensions.
