By what phenomenon is the developer able to pull out the penetrant inside the defect?

Here is what happens
1. Penetrant first enters the defects by capillary action
2. Developer pulls the penetrant out of the defects again by capillary action. Note developer is fine powder so it has finer capillaries

The penetrant comes out from discontinuities by reverse capillary action. Developer aids this reverse capillary process by Blotting action.

The penetrant goes into the flaws by capillary action and developer act as a blotter and pull out penetrant by reverse capillary action

OP,

Developer action is a combination of:

1. Solvency effect
2. Adsorption
3. Absorption

It depends on the type of developer you use. More specifically, dry powder developers mainly use "adsorption" & "absorption" as the main mechanism to draw penetrant residues to the part surface to form the indication. Nonaqueous wet developers use solvency effect to draw the penetrant to the part surface.
