thickness for annular plates

Does anyone know of a technique to measure the thickness of the annular plates in Aboveground Storage Tank within the critical zone (3") when entry to the tank can not be gained?

The use of PEC (pulse eddy current) was initiated some years ago if I can recall it correctly. The probe is placed on the outer section of the annular plate and the signal transmitted will register thickness readings within the critical zone.

--It is possible to use the PEC system with a thin transducer.
