Rao if this is for new build vessels then you have problems getting around the requirements. Most codes pretty much insist unless the test poses a risk to the vessel or environment - for example hydrotesting a refractory lined vessel would be apoor choice. If this is for an in-service requirement post repair or replaceemnt you have more options. Look to API 510 to give guidance. Mr. O'Brien covered this pretty well. For vessels already in service, API-510 requires the concurrence of a 510 certified Inspector [who has inspected your vessel] and a pressure vessel engineer.
