PT Method-A and Form-b

Dear PT experts,
Method-A and Form-b shall not be get together.
Would anybody teach me why they should?

Form-C is OK with Method-A, and Both B and C are aqueous.

Because
Form b is water-soluble and will dissolve the water washable penetrant.
Form c is water suspendable and will not dissolve the water washable penetrant
