PAUT-Final evaluation of Data
When performing UT in lieu of RT to ASME VIII Div.1, UW-53(b) states that Ultrasonic examination of welds per UW-51 (a)( 4) shall be performed and evaluated in accordance with
the requirements of Section Vlll, Division 2, 7.5.5.
ASME Section Vlll, Division 2, 7.5.5. states that automated or semi-automated ultrasonic examination shall be performed in accordance with a written procedure conforming to the requirements of Section V. Article 4, Mandatory Appendix Vlll
Now, VIII-488 in ASME Section V. Article 4, Mandatory Appendix Vlll states:
The manufacturer shall be responsible for the review, interpretation, evaluation, and the acceptance of the completed scan data to ensure the compliance with the requirements of article 4, this appendix, and the referencing code section.
My question is, is the manufacturer responsible for the final acceptance of the examined area?

This is a great fundamental question that most NDT inspectors run into during their career. ASME Sec VIII Div 2 Annex 7-A "RESPONSIBILITIES AND DUTIES FOR INSPECTION AND EXAMINATION ACTIVITIES" covers the responsibilities of the manufacturer and inspector. Table 7-A.1 provides specific duties and their responsible owners.
To specifically answer your question: "My question is, is the manufacturer responsible for the final acceptance of the examined area?"
In concerns for "Nondestructive Examinations: After Welding", the manufacturer is required to "Perform examinations and provide records including retaining radiographs and UT Scans." The "Inspector's Duties: Verify that required nondestructive examinations have been performed and that the results are acceptable".
Manufacturers regularly retain outside NDT services to perform the examinations and provide records. Those outside NDT agents are expected to provide reports of inspection and data that qualifies the acceptance or rejection to the required criteria.
