ASME Sec V, NDE Level II and III Recertification requirements acc. to Appendix III

Dear NDT Community.

I still have doubts about the recertification of NDT Level II and III personnel according to ASME Sec.V Art. 1 Appendix III.
Question: Can a Level II be recertified by a practical examination and a Level III be recertified by specific exam, as described in the employer's written practice ?

Thank you for your attention

In Reply to Ricardo Andreucci at 20:54 Nov-29-2019 (Opening).

It depends upon the referencing Code or Specification requirements.
T-120 (i):
When the referencing Code Section does not specify
qualifications or does not reference directly Article 1 of
this Section, qualification may simply involve a demonstration
to show that the personnel performing the
nondestructive examinations are competent to do so
in accordance with the organization’s established
procedures.

Hi Mr. Willian Jessen
Thank you very much for your reply.
I agree with your comment. Some ASME Codes do not specify the Section V Art.1, for NDE personnel qualification. Example: ASME Code B31.1
In my case I am interested about ASME Code Sec.VIII Div.1, for radiographic and ultrasonic examination. So, if I determine in the employer´s written practice that the NDE Level I and II shall be recertified by practical examination, it will be acceptable ?

In Reply to Ricardo Andreucci at 20:12 Dec-02-2019 .

I only have the 2013 Edition of Section VIII, so the reply is based on that:

UW-54 QUALIFICATION OF NONDESTRUCTIVE
EXAMINATION PERSONNEL
(a) The Manufacturer shall be responsible for assuring
that nondestructive examination (NDE) personnel have
been qualified and certified in accordance with their employer’s
written practice prior to performing or evaluating
radiographic or ultrasonic examinations required by this
Division. SNT‐TC‐1A or CP‐189 shall be used as a
guideline for employers to establish their written practice.
National or international Central Certification Programs,
such as the ASNT Central Certification Program
(ACCP), may be used to fulfill the examination and demonstration
requirements of the employer’s written practice.
Provisions for training, experience, qualification, and
certification of NDE personnel shall be described in the
Manufacturer’s quality control system.
(b) NDE personnel shall be qualified by examination.
Qualification of NDE Level III personnel certified prior to
the 2004 Edition of this Division may be based on demonstrated
ability, achievement, education, and experience.
Such qualification shall be specifically addressed in the
written practice. When NDE personnel have been certified
in accordance with a written practice based on an edition
of SNT TC‐1A or CP‐189 referenced in Table U-3, their certification
shall be valid until their next scheduled
recertification.
(c) Recertification shall be in accordance with the employer’s
written practice based on the edition of SNTTC‐
1A or CP‐189 referenced in Table U-3. Recertification
may be based on evidence of continued satisfactory performance
or by reexamination(s) deemed necessary by
the employer.

It's up to the manufacturer to determine if the personnel performing NDE are qualified in accordance with their employer's written practice.
