In House level III liquid penetrant aerospace

A aerospace company is trying certify a manager with a 4 year degree in metallurgy in liquid penetrant with no previous documented hours, without a level II cert to be there company in-house level III. Is this possible?

First off, I would like to say that with any certification scheme, there are different requirements depending on your level of education. Having said that, the best way to solve this problem in your situation is to read the requirements and responsibilities of each level of certification. For your situation specifically, you should read code NAS 410 which deal for certification in the aircraft industry.

Obviously this cannot be possible; because NAS410 standard require that a candidate to be Level 3, need be first certified as Level 2 (at least for 1 year).

The candidate need Training, Experience, Examinations & Certificate, all of this as Level 2.

Just to add:
FAA allows also ATA 105 as an alternative to NAS410/EN4179 for MROs (maintenance)
ATA 105 is fully employer based and was long time different (not so strict) from NAS 410.
I remember discussions on past ATA/A4A NDT Forum mwetings about how to get closer to NAS 410.
If you check now the latest issues, theY are close to NAS 410, but maybe here someone tries to follow older issues. Of course this not legal.
