Par. 13.1
Level III personnel may be recertified by written Method, Specific, and Practical
Examinations and the Demonstration Examination. Alternatively, Level III personnel may be
recertified using only the written Method and Specific Examinations, provided the following
conditions are met.....

The answer to your question should be found in the employers Written Practice.
The changes that ASME has made to SNT TC 1A 2016 edition are extensive. However the answer to your question was not affected by these changes. It has always been a requirement to have the responsibility for administering Level III Examinations spelled out in the Written Practice. Typically the QA manager or equivalent position is charged with the responsibility. If the named position is not technically capable to do this, it can be delegated to another level III or to an approved outside agency.
Regardless it needs to be in the Written Practice.
