Code to qualify Wilders for WQT

Please the is a project go on, and they are using API 1104 as the code for the pipeline, now my issue is can we use the same code to qualify the welders for WQT, because the client want us to use it, but I know Asme V is use for NDT. Please can you help me out is is acceptable for me to use the API 1104 section 9.3 says the incomplete fusion should not exceed 25mm or 1".
Now there are aot ot lack of fusion with lengths 2 to 5mm which the client want me to pass them, please can any help me on this
