Can any one knows that how to found deterioration in the concrete pillar which supports steam turbine foundations.

RTD developed a pulsed eddy current technique able to detect general wall loss on ferrous objects without the removal of concrete. Technique is proven on the legs of spherical tanks with up to 200 mm of concrete.

You may need to provide more detail about the problem to solicit a response. i.e what thickness of concrete and damage mechanism you are seeking. If the concrete pillars are simple reinforced concrete, techniques such as Impact Echo or Acoutsic Emission from Corroding Rebar may be effective. Thicker sections and foundations techniques such as Ground Penetrating radar might provide data.

There are a lot of possibilities: Ultrasonics, radar, x-ray, Schmidt-hammer,....
More information (geometry, accessibility,...) is needed to select proper method.

Acoustic Emission is an excellent method for testing composite structures, in this instance concrete reinforced columns. On pre and post stressed concrete bridges and concrete support columns; i.e. highway overpasses, stepped loading and dynamic loading is applied while being monitored with Acoustic Emission sensors. The best scenario is to monitor suspect columns/spans at the same time with known good columns/spans in a comparative test.
