Take a look at http://www-lasers.llnl.gov/lasers/idp/mir/mir.html which has information on Micro Imaging Radar and some high speed test equipment

You might try contacting Tom Chung at the Penetradar Corporation in
Niagara Falls, New York State at 1-716-731-4369.  They offer an
integrated radar inspection system that can collect data up to 75-80
km/hr for bridge deck or highway applications.
