Calibration regulation

The issue of calibration of eddy current equipment has come up again and there is a debate to whether it is mandatory to have this equipment calibrated on an annual basis or just to give it a function test.
Is there a standard or regulation that specify how, when and by whom the calibration must be done?
In the aerospace industry this is specified by the civil aviation Authority but I’m not sure who specifies this in the Oil and Gas sector.

Can anyone help with this matter?
