Dear Ram,
To detect sub-surface defects, you need a technique that can test for internal defects.
With railroad track and wheels, your critical area will be in the Hertzian zone, which is several millimeters beneath the surface.
Whilst Magnetic Particle Inspection can detect "Just Subsurface" defects, we are talking here about TENTHS of a millimetre depth, not several millimetres.
In the same way, Eddy Current will also not penetrate to the required depth.
I am afraid that Ultrasonics appears to be the only feasible technique to detect defects that extend to the Hertzian zone of these items.

we are a NDT Firm based in Mumbai, India. I am interested in an

I am aware that Ultrasonic Testing is performed by custom built

Dear Ram,

perhapps you should look for a contact with Dr. Thomas form the BAM in Berlin, Germany. He and his team have developed an eddy current system for the measurement of railway tracks up to a test speed of 80 km/h.
