I don't see any reference to that in the Code Case that requires a Level III to review reports. It only states the following:

(f) Only Level II or III personnel shall analyze the data or interpret the results.

However, like all ASME NDE, the actual procedure [written practice] must be written by a Level III. Assuming the Level II works inside the parameters of an approved procedure and accepts/rejects to the specific criteria in that procedure, he/she requires no further oversight.

Please provide a reference for your statement. I could not find a requirement for a Level III to write a procedure anywhere in ASME.

In addition, a written Practice is a certification procedure and not an operating procedure.

Gents - perhaps I have an old copy of CC 181 or I am missing something but how does all this reconcile with (from CC 181)

"(j) Examination data including the data record of (c) (mullins - the qual document) above and data analysis or interpretation of (i) above shall be reviewed by a UT level III individual. When flaw evaluation or characterization of (i) (mullins - the data) above are performed by another qualified level II or III individual, their review may be performed by another individual from the same organization. Examination data review shall include verification that the records indicated in Section V, Article 4, T-491 and T-492 and records noted in the applicable Article 4 appendices are available. B31.3, para 346 applies.

Alternatively, the review may be achieved by arranging for a data acquisition and initial interpretation by a Level II individual qualified in accordance with paras. (f) and (h) above, and a final interpretation and evaluation shall be performed by a Level III individual qualified similarly. The Level III individual shall have been qualified in accordance with para. (f) above, including a practical examination on flawed specimens."

Seems like the answer to the original question is - YES assuming we are using PAUT in-lieu of RT i.e.; CC 181)and not merely as an enhancment of plain old Sec V Art 4 UT..
