Which one are NDE mandatories in a pressure vessel in reuse, according to ASME, NBIC and API? Which one are non mandatories too?

Definitions of Code and standard.
A code is " a body of law; as of a nation, state or industry group ect., arranged systematically for ease of use and reference"
A Standard is " established for use as a 'rule' or basis of comparison in measuring quality, quantity, content, relative value, etc"

You should check whether that is code or not.

You need to look at your job specifications or contract and see what documents apply. Check with your engineering department. If they are not specified in contract or are not mandated by the government, then forget about them
