Only Half Step Toward Open Access
We where quite surprised finding the proceedings of the last 4 volumes of the QNDE conference from 2015 until 2018 for free at the publishers (AIP) Website. It was our plan to include the papers in our Open Access Archive and supporting AIP's mission, but unfortunately we did not received from AIP Publishing the permission for that.
We can read at their website: "AIP Publishing is a wholly owned not-for-profit subsidiary of the American Institute of Physics (AIP). AIP Publishing's mission is to support the charitable, scientific and educational purposes of AIP through scholarly publishing activities in the fields of the physical and related sciences on its own behalf, and on behalf of our publishing partners to help them proactively advance their missions."
What else surprised, the proceedings showed the footnote Copyright The Authors. Does it means the authors can give permission to publish their papers elsewhere? We received the information from AIP: "Authors signed an exclusive license, such that AIP Publishing has the exclusive right to publish the work. Therefore, although the authors retain copyright, they cannot grant publication rights to another party. If it were a non-exclusive license, they would be able to do so." In fact the authors have a copyright for nothing.

Begun in 1973, the Review of Progress in Quantitative Nondestructive Evaluation (QNDE) is the premier international NDE meeting designed to provide an interface between research and early engineering through the presentation of current ideas and results focused on facilitating a rapid transfer to engineering development. The conference was organized or in partnership with the Center for Nondestructive Evaluation at Iowa State University.
